Scroll Lock issues--I've looked everywhere. Help?

I have a Toshiba Laptop with Windows 7 and I am trying to play a game that uses the arrow keys and when I push the up and down arrows the game moves but the screen also moves up and down. I tried hitting the function > Scroll lock keys on the keyboard but no luck. I also went to the start menu, got onto the Onscreen Keyboard and unhighlighted the scroll lock button, but it's still doing it. Please help, this is super annoying
